SAN DIEGO, CA — The county Board of Supervisors should approve a special election rather than a political appointment to fill the District 1 seat vacated by Nora Vargas, a candidate said Tuesday.

Imperial Beach Mayor Paloma Aguirre said residents of that South County district should choose the new supervisor.

"The last time a vacancy occurred, the board rightly chose to hold a special election and South County should not be treated any differently," Aguirre said in a news release. "The people, not politicians, must choose their leaders."

Vargas announced on Dec. 20 that she wouldn't serve a second term after winning re-election in November.

"Due to personal safety and security reasons, I will not take the oath of office for a second term," Vargas said in a statement last month. "It has been my honor to serve in public office during unprecedented times, including the past four years on the San Diego County Board of Supervisors."

Vargas was elected to the board in 2020, replacing former Supervisor Greg Cox. She was the first Hispanic woman to serve on the board.

Almost two years ago, supervisors approved a special election to fill the District 4 seat, after former Supervisor Nathan Fletcher departed in the wake of sexual harassment allegations.

There are multiple options facing the board in terms of replacing Vargas, including holding a special election, appointing someone or doing both.

The county announced Monday afternoon that a special board meeting to address filling the District 1 seat is scheduled for Jan. 14 at noon.

Aguirre announced her candidacy on Dec. 30. According to a recent San Diego Union Tribune article, three others are running: Chula Vista City Councilmember Carolina Chavez, Chula Vista Mayor John McCann and San Diego City Councilmember Vivian Moreno.

Aguirre, elected as Imperial Beach mayor in 2022, said other District 1 hopefuls should also urge the board to approve a special election.

"We may be opponents in this campaign, but we should stand together for South County," she said. "Our people deserve a leader chosen by them, for them, especially given the county's history of short-changing our community."

SAN DIEGO — The University of California San Diego is helping fight fires as they start with their public safety program, ALERTCalifornia.

The state focused program manages a network of more than 1080 monitoring cameras and sensor arrays and collects data that provides actionable, real-time information to inform public safety. ALERTCalifornia provides state-of-the-art technology that supports data driven decisions to prepare for, respond to and recover from natural disasters because time is of the essence in these dangerous conditions.

Neal Driscoll is a Professor of Geology and Geophysics at UCSD. He and his 30 plus member team developed what we know today as ALERTCalifornia.

"Every fire starts small. We want to be there when they're small,” Driscoll told CBS 8 in an earlier interview.

"Our engineers have built these boxes and basically what this box is, it's weather proof. It sits out in the field. And we're able to monitor it and touch base with it. We can constantly interact with the box."

Dr. Tom Corringham with UCSD says what started as a communications network for San Diego County has expanded to help fight fires all across the state, allowing firefighters and users at home to report wildfires from the start and monitor conditions.

"It has grown over the years to a network of a thousand cameras," Dr. Corringham shared. "This is important because fires spread so fast, initially."

The website, ALERTCalifornia.org offers users the opportunity to view live camera feeds throughout California.

ALERTCalifornia’s high-definition cameras are able to pan, tilt, zoom and perform 360-degree sweeps approximately every two minutes. The cameras also provide 24-hour monitoring with near-infrared night vision capabilities. Each can view as far as 60 miles on a clear day, and 120 miles on a clear night. Using the cameras and associated tools, first responders with the California Department of Forestry and Fire Protection (CAL FIRE), and other federal, state, and local government agencies can rapidly confirm fire ignition, quickly scale fire resources, support evacuations through enhanced situational awareness and monitor fires through containment.

As California wildfires grow to dangerously historic levels, researchers at UCSD and firefighters across California say you can help them spot wildfires.

"One of thing that is critically important is improving our monitoring systems, building out these camera networks, building out other monitoring systems that allow our firefighting community to have the situational awareness that they need during these fires to be able to identify the fire starts as they happen and get crews out there," Dr. Corringham finished.

As of Thursday night, no air quality alerts have been issued in San Diego County, but NBC 7's team of meteorologists are tracking wind movements to determine whether locals will begin to see or smell smoke.

"We're watching that down here to see if any of that smoke ends up migrating down toward San Diego County. So far, we have not seen it," NBC 7 meteorologist Greg Bledsoe said, adding that over the next 12 hours, smoke from the wildfires seems to be billowing offshore.

"Very good news, not necessarily seeing or expecting any of that smoke to make its way down here [over the next 12 hours]," Bledsoe said.

An onshore flow could push smoke that has gone off the coast back toward us, but that remains to be seen, Bledsoe added.

The San Diego County Air Pollution District said San Diego County's air quality levels are expected to be good to moderate both Thursday and Friday.

The ongoing wildfires have put the Los Angeles area under an air quality alert, with the National Weather Service advising Southern California residents to remain indoors with their windows closed and wear N-95 masks if they have to go outside.

When an air quality alert is issued, smoke and windblown dust may be creating particle pollution, which could be an issue for those with respiratory problems like asthma and the elderly, according to the NWS.

"Particle pollution can get deep into the lungs and cause serious health problems such as heart attacks, strokes, asthma attacks and difficulty breathing," the NWS said.

The agency urges you to do the following if you smell or see smoke:

At least five fires in the Los Angeles area — the biggest ones being in the Pacific Palisades and Altadena — continue to burn out of control. By Thursday night, the number of fire-related deaths increased to 10, according to the medical examiner's office.

"It's extremely frustrating," a fire chief from El Dorado Hills in Northern California told NBC Los Angeles while fighting the Eaton Fire. "I mean, everyone's doing the best they can with what we have, and it's just frustrating that it's just not enough."
