Former Stockton Unified School District Board President Angelann Flores appeared in court on Tuesday after being indicted by a federal grand jury.
Flores, a current school board member, was arrested last April and accused of misusing a district credit card. The arrest followed an investigation into allegations of mishandled funds. (See our previous coverage about the allegations here.)
She filed a civil lawsuit against the district in response and has claimed to be a victim of political retaliation over her efforts to speak out against corruption.
Flores now faces three felony charges for making fraudulent claims, embezzlement by a public officer, and embezzlement by a public or private officer, according to the San Joaquin County District Attorney’s Office.

She was initially accused of grand theft as well but the grand jury did not return an indictment for that fourth charge.
Flores' defense attorney, the former San Joaquin County District Attorney Tori Verber Salazar, said that after preparing for a preliminary hearing, the defense was blindsided last week by the case being taken to a grand jury.
They were previously told it would not be taken to a grand jury because it involves a public official, she said.
This meant the defense was not allowed in the room before the grand jury returned its indictment.
In court on Tuesday, the judge unsealed the grand jury transcript and the grand jury indictment.
“They found three out of the four [charges],” Verber Salazar said. “One they found not true.”

She said if the defense was in the room and had been allowed to present its case it could have knocked out most of the charges.
“We had over a dozen witnesses coming forward,” she said. “We have people with critical information as to the nature of this case and the fraudulent charges that were brought against her. We were prohibited from putting those witnesses on.”
Instead, she said only the district attorney’s office can put evidence in a grand jury.
San Joaquin County District Attorney Ron Freitas said, “Grand juries have been a hallmark of the American justice system since the founding of our Nation. The San Joaquin County District Attorney's Office has facilitated a Grand Jury in moving forward with this indictment, stridently upholding the constitutional right to a swift and impartial judicial process for all involved. This step was essential to prevent additional delays and to maintain the fairness of the legal proceedings."
Also in court, Verber Salazar asked the judge to unseal a search warrant that had authorized the sheriff's office to search Flores' home on Nov. 14, 2023. The judge replied that he would not make a decision on that without reviewing the issue first.
A pre-trial date has been set for February and a jury trial will be held in March.

Elkhorn School in Stockton was ranked as one of the best middle schools in California in U.S. News & World Report’s annual rankings for 2025.
The school, which has an enrollment of 266 students and serves gifted students in grades 4-8 in the Lodi Unified School District, was ranked No. 3 on the outlet's annual list of Best California Middle Schools.
The rankings, which were released on Nov. 14, are only for public schools and are based on the percentage of students rated proficient or above in mathematics and reading/language arts in state assessment tests. The data used for the 2025 rankings is based on the U.S. Department of Education’s Common Core of Data for the 2022-23 school year, according to methodology published with the annual rankings.
Elkhorn was tied for first among 2,404 California schools in reading proficiency, and was ranked fourth for math proficiency, according to U.S. News & World Report.
At Elkhorn, 94% of students scored at or above the proficient level for math, and 98% scored at or above that level for reading. The school's math performance and reading performance were ranked "well above expectations," the outlet said.

Matt Huiras has served as principal of Elkhorn School for the past three years. He said the recognition from U.S. News & World Report is a testament to the efforts of Elkhorn's teachers, students and their families.
"It's a huge positive to have 100% gifted learners, but it's a culture that we set as a staff with the support systems that we have built in," Huiras said. "One of the biggest misconceptions is that all gifted learners are ready to perform to their highest abilities, which is not necessarily always the case, so we set up a collaborative, supportive environment to make sure to continue to challenge them so we don't lose them."
Huiras said the middle school years are a critical period of development for gifted learners, and it's important for them to be challenged when they're in middle school.
"A lot of gifted learners who go unchallenged tend to start to have some negative behaviors, at times, that we are able to nip in the bud pretty quickly because we do have such a small community," Huiras said. "All of my middle school teachers teach all of the kids and I know every student on campus, so we can really curb things right as they happen if we do get any sort of negativity, and really foster that collaborative environment so they're able to support one another and feel supported by their peers and staff."
Compared to the rest of Lodi Unified, Elkhorn performed better in math and reading as 36% of Lodi Unified students tested at or above the proficient level for reading, and 26% tested at or above that level for math, according to U.S. News & World Report.
The school also performed better in math and reading than students across the state. In California, 43% of students tested at or above the proficient level for reading, and 33% tested at or above that level for math, the outlet said.

The other four schools in California that are considered to be among the best for middle schoolers are Whitney High School in Cerritos, Oxford Academy in Cypress, Science Academy STEM Magnet in North Hollywood, and Petaluma Accelerated Charter in Petaluma.
Julius Cordes Elementary School and Hansen Elementary School, both in the Lammersville Joint Unified School District, were the only other schools in San Joaquin County to rank in the top 100 schools. Julius Cordes was No. 15 and Hansen was No. 33.

Jason Lee, the founder of the entertainment news and gossip site Hollywood Unlocked, has won the District 6 seat on Stockton’s City Council.
“THANK YOU!!!” he posted on Instagram late Tuesday night. “Deeply honored to have earned the support and trust of my neighbors, the voters of my hometown, and you.”
“Now I begin the work of creating safer and stronger communities, improving our quality of life and charting our next chapter. Heck, forget the next chapter. We will write a whole new book!” he continued. “Stockton–thank you.”
Lee, who grew up in Stockton, moved to Los Angeles in the early ’00s. He appeared on the reality show “Love & Hip Hop: Hollywood” in 2015 and was a recurring cast member on the sketch series “Wild ‘N Out.”
He later launched the “Hollywood Unlocked with Jason Lee” podcast, which had him hanging out with celebrities like Kanye West, Kevin Hart and more. He’s known for his friendships with Rihanna, Cardi B and Tiffany Haddish.
On election night he proclaimed victory over incumbent candidate District 6 Vice Mayor Kimberly Warmsley. He received 3,505 votes (56.2%) to Warmsley’s 2,727 votes (43.8%).
Warmsley, a clinical therapist, was first elected to the seat in 2020.
Warmsley released a statement obtained by The Record after the first round of results were announced:
“I want to express my deepest gratitude for the opportunity to lead our beautiful district. Your support has been invaluable, and I am truly honored to serve you. As we await the final vote tally, let us all embrace patience and trust in the power of democracy. Together, we will continue to build a vibrant and thriving community. Thank you once again for your confidence in me.”
In March, Lee won the primary for the seat. Stocktonia reported he won 42% of the vote among the six candidates in the running.
The outlet also reports that both Lee and Warmsley were “under investigation for their finances” as the Fair Political Practices Commission has opened investigations into both of them. Reportedly on July 8, a complaint claimed they “failed to share enough income and investment information.”
It also reports that the CEO’s company has been involved in lawsuits regarding its business practices over the years.
Earlier this year, The Stockton Record reported that Lee announced his run for office in December 2023, months after the council unanimously denied his nonprofit Hollywood Cares a $1 million grant.
For months, Lee stumped on the platform that he wanted to give back to his hometown.
“My ONLY intention has always been to help my city. I love Stockton and I want others to love it just as much. I got tired of watching the folks at City Hall play with the lives of my family and my friends. Now they will have to turn the page because anybody who knows me knows I don’t ‘go along to get along,'” he wrote on Instagram.
There are also questions on whether Lee resides in the Northern California city. Candidates must live in the city for at least 30 days leading up to the election, according to the outlet.
Documents obtained by KTLA prove that Lee has resided in Stockton since November 2023 per a letter to Lee from the Stockton’s City Clerk’s Office.
He also corroborated this in May saying he “moved back home to Stockton full time” in 2023 and only comes to L.A. twice a week for his job.
While on the campaign trail, Lee has stayed true to his story of becoming a self-made success.
The 47-year-old grew up on Scribner Street in Southeast Stockton and explained that he bounced around various foster homes and the Children’s Home of Stockton.
“[I] worked at Stagg High School for two years. A school I graduated from, I went to when at probation helping at-risk youth and realized the playground-to-prison pipeline was real. Left there to work for a union helping healthcare workers,” he explained. “Now I own Healthcare Unlocked helping low-income families get access to $0 quality health insurance. Met Queen Latifah at the county fair which inspired my current career unlocking Hollywood.”
